Narrative:
Attempted (most time loss of power) off airport landing on county/ranch road 2 miles north of ZZZ. On left base as I raised the nose to reduce airspeed; engine surged to near full power and I overshot the road. Made a 180 degree turn to return to the road; but altitude not sufficient. If engine power is available only part time throttle to idle or ignition off.
