Narrative:
CFI flight test examiner was associated with major tn flight school and one of their instrs (assistant chief). I was warned by the school personnel that he was a 'screamer.' he terminated my first CFI flight test on the first maneuver when I misunderstood his instructions and didn't know his rectangular course had 5 sides. Second CFI flight test was night and he literally yelled throughout it, screaming to find a reference point for s-turns on a pitch black highway. He screamed when I gave him the correct traffic pattern altitude (which was published), claiming I was 100' wrong (he was). Oral questions were very nebulous and vague. If answered correctly, he claimed he didn't ask that. I then began to write his questions down, and he still denied that's what he asked. Individual's behavior was bizarre, dangerous in the cockpit and unprofessional. Callback conversation with reporter revealed the following: reporter states he did not report to FAA due to concern for his career situation. He is retired FAA controller who is starting a second career as a CFI. Major problem he sees is that course is prepaid, guaranteed to pass and flight school pressures its students, moves them too fast, schedules flight exams and tells them it is then or not at all. Reporter did not return after the second experience. Went to the FAA for flight check and had no problem.

Title: CFI FLT TEST CANDIDATE HAS BAD EXPERIENCE WITH TEST EXAMINER.
Narrative: CFI FLT TEST EXAMINER WAS ASSOCIATED WITH MAJOR TN FLT SCHOOL AND ONE OF THEIR INSTRS (ASSISTANT CHIEF). I WAS WARNED BY THE SCHOOL PERSONNEL THAT HE WAS A 'SCREAMER.' HE TERMINATED MY FIRST CFI FLT TEST ON THE FIRST MANEUVER WHEN I MISUNDERSTOOD HIS INSTRUCTIONS AND DIDN'T KNOW HIS RECTANGULAR COURSE HAD 5 SIDES. SECOND CFI FLT TEST WAS NIGHT AND HE LITERALLY YELLED THROUGHOUT IT, SCREAMING TO FIND A REF POINT FOR S-TURNS ON A PITCH BLACK HWY. HE SCREAMED WHEN I GAVE HIM THE CORRECT TFC PATTERN ALT (WHICH WAS PUBLISHED), CLAIMING I WAS 100' WRONG (HE WAS). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES HE DID NOT RPT TO FAA DUE TO CONCERN FOR HIS CAREER SITUATION. HE IS RETIRED FAA CTLR WHO IS STARTING A SECOND CAREER AS A CFI. MAJOR PROB HE SEES IS THAT COURSE IS PREPAID, GUARANTEED TO PASS AND FLT SCHOOL PRESSURES ITS STUDENTS, MOVES THEM TOO FAST, SCHEDULES FLT EXAMS AND TELLS THEM IT IS THEN OR NOT AT ALL. RPTR DID NOT RETURN AFTER THE SECOND EXPERIENCE. WENT TO THE FAA FOR FLT CHK AND HAD NO PROB.
