Narrative:

Departed oakland, ca, in an small aircraft. Departure instructions; turn right to 080 degrees maintain 2500'. At about 200', controller confirmed radar contact, requested altitude and amended instructions to turn right to 030 degrees. I relayed altitude and amendment and began turn. About 60 seconds later instructions amended again to; turn right to 080 degrees. Just as I was rolling out of the turn on 080, both my passenger and I spotted another high-wing single engine aircraft head on at 12 O'clock and heading directly at us, at our altitude. The controller had vectored me right into traffic, still well within the air traffic area. I immediately dove and missed the mid-air with about 100-150' vertical sep. Just after, in my excitement, as I climbed to regain altitude, I went past 2500' up to 2700' before I noticed deviation and corrected down to 2500'. As I calmed down, I called controller to ask if he had seen my near mid-air about one min prior. He said no. I did not hear the pilot of the other aircraft acknowledge anything. I know there was an 'emergency condition' in the air at the same time, which, perhaps, this same controller was handling. It was a busy time even west/O the emergency, as there was a constant interchange between pilots and controllers on the air. Perhaps there was just too much going on at the time for the controller.

Title: PLT OF SMA APPARENTLY ON VFR DEP FROM OAK ARPT, ARSA CLRNC, HAD NMAC WITH ANOTHER SMA VFR ON APCH TO OAK.

Narrative: DEPARTED OAKLAND, CA, IN AN SMA. DEP INSTRUCTIONS; TURN R TO 080 DEGS MAINTAIN 2500'. THE CTLR HAD VECTORED ME R INTO TFC, STILL WELL WITHIN THE ATA. I IMMEDIATELY DOVE AND MISSED THE MID-AIR WITH ABOUT 100-150' VERT SEP. I KNOW THERE WAS AN 'EMER CONDITION' IN THE AIR AT THE SAME TIME, WHICH, PERHAPS, THIS SAME CTLR WAS HANDLING. IT WAS A BUSY TIME EVEN W/O THE EMER, AS THERE WAS A CONSTANT INTERCHANGE BTWN PLTS AND CTLRS ON THE AIR. PERHAPS THERE WAS JUST TOO MUCH GOING ON AT THE TIME FOR THE CTLR.
