Narrative:

I departed D25 and entered clouds at 3000' MSL. My clearance was to 7000'. I started bldg a little ice at 4500' and continued climb to 7000' trying to get on top. Ice worsened as we got higher. I asked for 9000', which was approved. Ice was bldg. I could not longer climb past 8500'. I was right near the tops but couldn't get there. Several stalls and recoveries happened and I gave up and requested lower and an approach to rhinelander. I descended to 4000' VMC and lost the ice. I entered the clouds again and found freezing rain. I asked for 3000' and got it. I cancelled IFR. I am not sure if they told me to squawk 1200, but I remained on the previously assigned code all the way to madison, my destination. I was shook up from the ice incident.

Title: GA PLT ENCOUNTERS ICING CONDITIONS BEYOND CAPABILITIES OF EITHER ACFT OR PLT.

Narrative: I DEPARTED D25 AND ENTERED CLOUDS AT 3000' MSL. MY CLRNC WAS TO 7000'. I STARTED BLDG A LITTLE ICE AT 4500' AND CONTINUED CLB TO 7000' TRYING TO GET ON TOP. ICE WORSENED AS WE GOT HIGHER. I ASKED FOR 9000', WHICH WAS APPROVED. ICE WAS BLDG. I COULD NOT LONGER CLB PAST 8500'. I WAS RIGHT NEAR THE TOPS BUT COULDN'T GET THERE. SEVERAL STALLS AND RECOVERIES HAPPENED AND I GAVE UP AND REQUESTED LOWER AND AN APCH TO RHINELANDER. I DSNDED TO 4000' VMC AND LOST THE ICE. I ENTERED THE CLOUDS AGAIN AND FOUND FREEZING RAIN. I ASKED FOR 3000' AND GOT IT. I CANCELLED IFR. I AM NOT SURE IF THEY TOLD ME TO SQUAWK 1200, BUT I REMAINED ON THE PREVIOUSLY ASSIGNED CODE ALL THE WAY TO MADISON, MY DEST. I WAS SHOOK UP FROM THE ICE INCIDENT.
