Narrative:
At approximately PM00 local time, we were descending on the G/south of the ILS 23 at okk. At 300' above the DH (600' above airport), we spotted a green v-tail cross from left to right at our altitude circling for the airport. An evasive action was taken. Distance was approximately 1/2 mi. We continued our approach and landed west/O incident. The other aircraft continued circling west/O announcing intentions over the CTAF. When he realized that we were there, he departed the area in the clouds. Asking grissom approach if he had the other aircraft on radar, the reply was, 'no.' we were unable to talk to the other pilot about the incident. I called the FBO to see if they knew who he was. It sounded as if they were covering for him. This is probably a common thing for uncontrolled airports, so it's difficult to recommend a new procedure. The pilot was legal (1 mi visibility, clear of clouds) in uncontrolled airspace. I believe he was shooting the VOR 3L approach under VFR rules in IFR conditions, broke out and saw the runway, and after hearing and seeing us he thought he was in trouble and departed the airspace illegally.

Title: POTENTIAL CONFLICT AT A NON TWR ARPT CTAF.
Narrative: AT APPROX PM00 LCL TIME, WE WERE DSNDING ON THE G/S OF THE ILS 23 AT OKK. AT 300' ABOVE THE DH (600' ABOVE ARPT), WE SPOTTED A GREEN V-TAIL CROSS FROM LEFT TO RIGHT AT OUR ALT CIRCLING FOR THE ARPT. AN EVASIVE ACTION WAS TAKEN. DISTANCE WAS APPROX 1/2 MI. WE CONTINUED OUR APCH AND LANDED W/O INCIDENT. THE OTHER ACFT CONTINUED CIRCLING W/O ANNOUNCING INTENTIONS OVER THE CTAF. WHEN HE REALIZED THAT WE WERE THERE, HE DEPARTED THE AREA IN THE CLOUDS.
