Narrative:
I approach the airport ZZZ; received the AWOS (automated weather observing system) winds (320/20 G26) and planned a runway 29 left downwind entry for runway 29. Followed by a radio call. Since the winds were strong and gusty; I planned on a low approach over the runway to determine the winds effects on the aircraft; made another radio call; downwind; turning base and turning final. I setup for my next pass for landing with the same radio calls. I heard other aircraft radio calls from a/C (aircraft) at near by airports. After a full stop; I taxied back to runway 29 for more pattern work. I made radio call taking off runway 29. As I added power and reach tail up speed I saw vehicle head lights on the runway heading toward me. I decided to continue the takeoff because a tail up abort with the gusty winds was risky and I determine I could get airborne before impacting the truck. I pulled up early to get airborne to avoid the truck as I pulled up I was slow and the p-factor and the wind from the right caused the aircraft to drift to the left over the left edge of the runway and the truck. I passed over the truck about 10 - 15 feet as the truck pulled off the runway on to the taxiway. I made a radio call 'are you on the frequency' no answer. I made three more touch and goes then a full stop. As I taxied off the runway I saw a city truck approaching; I stopped in front of the truck and shutdown. I exited the aircraft and had to reposition the aircraft into the wind and had to hold the aircraft from moving. I called to the driver twice to get out of the truck while holding the aircraft. Then he drove off. I discussed the incursion with the airport manager. She stated it my fault because I heard the city truck radio call and I continued the takeoff 'to make a point'. She also insisted this was not a runway incursion incident. The airport manager titled was assigned to an administrative assistant who has no aviation experience.
