Narrative:
Departed dca at XA02. Leveled at FL280 direct jst. Given a climb to FL310. At FL290 TA sounded on TCASII. At the same time, ZDC instructed us to turn right 35 degrees and descend back to FL280. During this the TCASII displayed an RA of descend at approximately 1500-1800 FPM. Aircraft was between 2.5-3 mi at our 7:30-8 O'clock position. We took evasive action as dictated by TCASII and ATC. It seems that the other aircraft was given a climbing turn and did not comply.

Title: LGT DIDN'T ADHERE TO ATC CLRNC TO CLIMB AND TURN. CAUSED LESS THAN STANDARD SEPARATION INCIDENT.
Narrative: DEPARTED DCA AT XA02. LEVELED AT FL280 DIRECT JST. GIVEN A CLB TO FL310. AT FL290 TA SOUNDED ON TCASII. AT THE SAME TIME, ZDC INSTRUCTED US TO TURN RIGHT 35 DEGS AND DSND BACK TO FL280. DURING THIS THE TCASII DISPLAYED AN RA OF DSND AT APPROX 1500-1800 FPM. ACFT WAS BTWN 2.5-3 MI AT OUR 7:30-8 O'CLOCK POS. WE TOOK EVASIVE ACTION AS DICTATED BY TCASII AND ATC. IT SEEMS THAT THE OTHER ACFT WAS GIVEN A CLBING TURN AND DID NOT COMPLY.
