Narrative:
After being cleared for takeoff; I taxied onto the runway and lined up on the center line. As I applied full power; tower said to an aircraft on very short final 'did you just do a short approach?' the pilot of the second aircraft said 'we did a modified base to final.' at this point my aircraft was about 300 ft. AGL and tower told the aircraft that did a short approach to go around. Tower advised the aircraft that went around to side step to the right. This caused a near mid air collision. The pilot should have asked for a short approach instead of just doing it.
