Narrative:

Upon entering runway 11L for departure from sck; I noticed the runway edge lights appeared to be dimly lit (low intensity only). Several clicks of the pilot controlled lighting did not increase the intensity as expected. There were no concerns as to the visibility of the runway environment at this time. After departure and turning on course the captain indicated he was able to look back during the left turn and confirmed the lights were not operational. During preflight and also subsequently once I was made aware of the situation; the notams were cross checked and for our time of operation there was nothing listed regarding these lights at our departure time. If either of us were in doubt at any point; it would be prudent to speak up.
