Narrative:
We continue to have safety events with the vra approach into sdl. P50 does not do the proper point outs and when they do; controllers in the tower do not know what they are really approving. There have been several airspace violations and aircraft proximity events because of this procedure and lack of positive control. Aircraft X was never pointed out ot the tower and descended through the tower's airspace on the vra approach into sdl. Phx management and P50 management know of the issue and have refused to address the safety concerns. This is an imminent safety risk and you can pretty much pull data every single day and see violations. Fix the approach into sdl so it does not impact phx airspace; departures and go-arounds from phx.
