Narrative:
On approach to ontario international we were cleared to petis from bands, crossing bands at 14000' and petis at or above 4200'. We were cleared for the ILS 26L from petis. We had 20 mi to lose 9800' and slow for the approach, due to the normal crossing restriction of 14000' at bands. We were doing 300 KTS at bands because los angeles center normally holds westbound flts to ontario at FL240 until about psp, then we get bands at 14000' 21 mi later all this leaves us high and hot with a high descent rate into a congested traffic area. Passing 8800' 20 mi southeast of petis, we got a pop-up TCAS traffic alert that immediately went to a warning with monitor vertical speed aural warning followed immediately by a climb warning. The captain started a climb at the first sign of the TCAS warning. The TCAS indicated that the traffic passed 200' below. We had told approach about the traffic at the first warning and he said he had no returns; however, 2 mins later he said he had unknown traffic 4 mi behind us showing 8700' not a good situation! Poor VFR visibility, dense VFR traffic and turbojet aircraft plummeting down into the whole mess.

Narrative: ON APCH TO ONTARIO INTL WE WERE CLRED TO PETIS FROM BANDS, XING BANDS AT 14000' AND PETIS AT OR ABOVE 4200'. WE WERE CLRED FOR THE ILS 26L FROM PETIS.
