Narrative:
MTR had completed a local radar navigation that departed npa at xx and landed npa at xx plus 4. We were radar vectors heading 100 degree at 5000' for a PAR full stop at npa. Approximately 0945 rkt 72 was cleared to descend to 1200' lt to 070 and slow to 170 KIAS. The student read back the clearance and we descended to 1200' and slowed to 170 KIAS. We were VMC. At 0950 the controller asked to confirm we were at 4000'. I replied we were at 1200'. We were cleared for immediate left hand 360 degree turn to 070 and climb to 2200'. We complied and continued the approach. We contacted the navlo out of curiosity and were told that a pilot deviation was being filed because we were never cleared out of 5000'. The tape was played back and we read back a clearance to descend (turbo was on another frequency). The MTR 2 was closer to the station and his clearance read back blocked the last part of our readback so the controller missed the completion of our readback. Similar call signs are and have been a continuing problem at navy pensacola and other military installations. We were told that we were within 300' and a half mi of another aircraft when told to climb and turn. We were VMC and did not see the traffic.

Title: MTR CREW PICKS UP CLRNC MEANT FOR SECOND MTR ON DIFFERENT FREQ. CTLR MISSED READBACK.
Narrative: MTR HAD COMPLETED A LCL RADAR NAV THAT DEPARTED NPA AT XX AND LANDED NPA AT XX PLUS 4. WE WERE RADAR VECTORS HDG 100 DEG AT 5000' FOR A PAR FULL STOP AT NPA. APPROX 0945 RKT 72 WAS CLRED TO DSND TO 1200' LT TO 070 AND SLOW TO 170 KIAS. THE STUDENT READ BACK THE CLRNC AND WE DSNDED TO 1200' AND SLOWED TO 170 KIAS. WE WERE VMC. AT 0950 THE CTLR ASKED TO CONFIRM WE WERE AT 4000'. I REPLIED WE WERE AT 1200'. WE WERE CLRED FOR IMMEDIATE L HAND 360 DEG TURN TO 070 AND CLB TO 2200'. WE COMPLIED AND CONTINUED THE APCH. WE CONTACTED THE NAVLO OUT OF CURIOSITY AND WERE TOLD THAT A PLT DEV WAS BEING FILED BECAUSE WE WERE NEVER CLRED OUT OF 5000'. THE TAPE WAS PLAYED BACK AND WE READ BACK A CLRNC TO DSND (TURBO WAS ON ANOTHER FREQ). THE MTR 2 WAS CLOSER TO THE STATION AND HIS CLRNC READ BACK BLOCKED THE LAST PART OF OUR READBACK SO THE CTLR MISSED THE COMPLETION OF OUR READBACK. SIMILAR CALL SIGNS ARE AND HAVE BEEN A CONTINUING PROB AT NAVY PENSACOLA AND OTHER MIL INSTALLATIONS. WE WERE TOLD THAT WE WERE WITHIN 300' AND A HALF MI OF ANOTHER ACFT WHEN TOLD TO CLB AND TURN. WE WERE VMC AND DID NOT SEE THE TFC.
