Narrative:
We were level at FL240. An air carrier large transport was climbing to FL230 from our 1 O'clock position. We were watching him climb on TCAS. About 2 mi from us, we received TA. About 1 mi he showed level at FL230. We received an RA with climb instruction. Because we visually saw him and he showed level at FL230 on TCASII, we did not climb. Air carrier large transport Y flight claimed he passed 200' under us. We were still level at FL240 and the center confirmed he showed 1000' sep between the aircraft.

Narrative: WE WERE LEVEL AT FL240. AN ACR LGT WAS CLBING TO FL230 FROM OUR 1 O'CLOCK POS. WE WERE WATCHING HIM CLB ON TCAS. ABOUT 2 MI FROM US, WE RECEIVED TA. ABOUT 1 MI HE SHOWED LEVEL AT FL230.
