Narrative:

After completing maintenance at ewk, I was taxiing north for a runway 17 departure. Upon entering the taxiway, I noted an aircraft approaching the airport from the northwest. I believed that he would be crossing the airport to enter a left downwind for runway 17. I continued to taxi north, setting INS and trims, etc, for departure while taxiing. As I crossed the approach end of runway 8, I noticed an small aircraft on short final. He (small aircraft pilot) was in the process of making a go around. Then I noted that I was on clearance delivery instead of unicom. Had I been on unicom, I would have heard the small aircraft position reports. Also, at an uncontrolled field, as well as controled, a pilot should never assume a runway is inactive simply because he is using a different runway.

Title: SMT PLT TAXIED FOR TKOF AT NON TWR ARPT WITHOUT MONITORING OR BROADCASTING UNICOM. SMA ON SHORT FINAL MAKES MISSED APCH AS UNAUTH RWY CROSSING IS MADE.

Narrative: AFTER COMPLETING MAINT AT EWK, I WAS TAXIING N FOR A RWY 17 DEP. UPON ENTERING THE TXWY, I NOTED AN ACFT APCHING THE ARPT FROM THE NW. I BELIEVED THAT HE WOULD BE XING THE ARPT TO ENTER A LEFT DOWNWIND FOR RWY 17. I CONTINUED TO TAXI N, SETTING INS AND TRIMS, ETC, FOR DEP WHILE TAXIING. AS I CROSSED THE APCH END OF RWY 8, I NOTICED AN SMA ON SHORT FINAL. HE (SMA PLT) WAS IN THE PROCESS OF MAKING A GAR. THEN I NOTED THAT I WAS ON CLRNC DELIVERY INSTEAD OF UNICOM. HAD I BEEN ON UNICOM, I WOULD HAVE HEARD THE SMA POS RPTS. ALSO, AT AN UNCONTROLLED FIELD, AS WELL AS CTLED, A PLT SHOULD NEVER ASSUME A RWY IS INACTIVE SIMPLY BECAUSE HE IS USING A DIFFERENT RWY.
