Narrative:
During cruise several times off course. Once told by center. X-chked with omega found to be off course with regard to VOR course, several mi at times. Navigated omega from thereon and VOR showed off course. Asked F/a's to check for use of electronics by passenger, found none. Upon deplaning, discovered passenger talking on cellular phone. F/a's said passenger use these phones often but keep it concealed. This is not an isolated instance! I suggest a fine or something to bring this practice to a halt. Callback conversation with reporter revealed the following: reporter states this has occurred to him several times, but could give no specific occasion that turning off the electronic device improved his navigation. Reporter seemed most agitated that passenger are allegedly sneaking the electronic devices on board and secretly using them--particularly cellular phones. The aircraft involved is old type with little or no computerization on board.

Title: ARTCC CTLR ADVISED FLT THEY WERE OFF COURSE. FLT CREW SUSPECTS OPERATION OF CELLULAR PHONE IN CABIN.
Narrative: DURING CRUISE SEVERAL TIMES OFF COURSE. ONCE TOLD BY CENTER. X-CHKED WITH OMEGA FOUND TO BE OFF COURSE WITH REGARD TO VOR COURSE, SEVERAL MI AT TIMES. NAVIGATED OMEGA FROM THEREON AND VOR SHOWED OFF COURSE. ASKED F/A'S TO CHK FOR USE OF ELECTRONICS BY PAX, FOUND NONE. UPON DEPLANING, DISCOVERED PAX TALKING ON CELLULAR PHONE. F/A'S SAID PAX USE THESE PHONES OFTEN BUT KEEP IT CONCEALED. THIS IS NOT AN ISOLATED INSTANCE! I SUGGEST A FINE OR SOMETHING TO BRING THIS PRACTICE TO A HALT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THIS HAS OCCURRED TO HIM SEVERAL TIMES, BUT COULD GIVE NO SPECIFIC OCCASION THAT TURNING OFF THE ELECTRONIC DEVICE IMPROVED HIS NAV.
