Narrative:
Wind calm. After IAF bdr we were cleared by ny approach for ILS 36 approach at oxc. Aircraft was configured for approach and intercept was normal for coupled autoplt approach. At 1 DOT above G/south prior to clara (oxc) landing gear extended. Crew brief and checklist effected prior and during approach to include missed approach procedure. Vref 124 KTS at 17000# landing weight. Approach flaps, gear down. Autoplt coupled. Normal G/south and localizer functions. Ground contact was called by foc. At 500' AGL, followed by runway in sight at 380' AGL. Flaps were extended full and before landing checklist completed. Aircraft speed was vref + lo, profile appeared high and initial deployment of speed brakes applied. Prior to landing and runway contact speed brake was removed for landing. At initial runway contact everything felt normal, until right-hand tire failed and at this point veered right, then left as aircraft exited runway at 45 degree angle. Aircraft came to rest about 1200' down and 200' off left side of runway 36. Egress of aircraft and emergency procedures of all effected equipment, including safe exit of all passenger on board. No injuries were sustained by passenger of crew members. No fire or other problems. Airport and local fire rescue were on the scene quickly. Aircraft manager notified FAA and local police, etc. FAA safety inspector made initial investigation and informed NTSB of same. Note: 2 events felt abnormal: 1) speed brake retraction was slow and right-hand tire felt on T/D to be nonexistent or flat.

NO INJURIES WERE SUSTAINED BY PAX OF CREW MEMBERS. NO FIRE OR OTHER PROBS. ARPT AND LCL FIRE RESCUE WERE ON THE SCENE QUICKLY. ACFT MGR NOTIFIED FAA AND LCL POLICE, ETC. FAA SAFETY INSPECTOR MADE INITIAL INVESTIGATION AND INFORMED NTSB OF SAME. NOTE: 2 EVENTS FELT ABNORMAL: 1) SPD BRAKE RETRACTION WAS SLOW AND RIGHT-HAND TIRE FELT ON T/D TO BE NONEXISTENT OR FLAT.
