Narrative:

Air carrier X called the center climbing to 14000' on the pom departure. I observed 2 VFR codes below air carrier X's altitude and acknowledged him climbing to 14000'. 1 min later air carrier X asked if I had the traffic that past 500' above him and 80 yds off his left side. There was not a VFR code mode C aircraft around air carrier X. There was a VFR non mode C at air carrier X's 6 O'clock and 4 mi. The captain said that was the traffic, and wanted to report a near miss. There were multiple VFR codes all around at that time, some with mode C and some west/O. The incident occurred in ont approach airspace. By operational position standards, we at sector 18 are required to display all 1200 codes and set our altitude limits at 060 to 242, and display all filter keys 000-242, even though we have no airspace below 13000' within the entire sector. This increases the amount of clutter and targets to the point of not being able to see the aircraft that are actually in our airspace. Supplemental information from acn 177331: air carrier X IFR climb, passing 11000', saw light twin (small transport Y) opp direction. Started to level, but saw no need. Total time in sight 3-4 seconds. Traffic passed to left 240'. Above 200' advised ATC and made report with them on radio telephone.

Title: ACR X HAD NMAC WITH VFR SMT Y. SEE AND AVOID. EVASIVE ACTION TAKEN.

THERE WAS NOT A VFR CODE MODE C ACFT AROUND ACR X. THERE WAS A VFR NON MODE C AT ACR X'S 6 O'CLOCK AND 4 MI. THE CAPT SAID THAT WAS THE TFC, AND WANTED TO RPT A NEAR MISS. THERE WERE MULTIPLE VFR CODES ALL AROUND AT THAT TIME, SOME WITH MODE C AND SOME W/O. THE INCIDENT OCCURRED IN ONT APCH AIRSPACE.
