Narrative:
Upon completion of a 2 hour flight from tus to ccb, we were handed off from local approach to ont control tower for aerodrome transition. Pilot advised tower controller that he would depart uncontrolled airport (ccb) for ont in 10 mins for landing at ont. Immediately after departure from ccb, pilot advised tower that we were on a 45 degree entry to ont. Controller answered another call. Pilot again reported position and intention to enter pattern at ont. Prior to controller response, a police helicopter reported a near miss with pilot's aircraft. Pilot never saw helicopter (not even post event). Controller acknowledged pilots third call. Clearance to land was given. Upon investigation, controller stated he did not hear calls 1 or 2 from pilot. Ccb only allows left turns off runway 24 (noise abatement). Controller should have assigned the squawk prior to landing at cable/pilot should have made the request in clearer terms. Because of the police operation with the helicopter, they should also listen closer. Pilot gave position on all 3 calls and police are familiar with the airspace.

Title: CPR SMT PLT GETS INVOLVED WITH AN ARSA PENETRATION AND AN NMAC UPON TRAFFIC PATTERN ENTRY.
Narrative: UPON COMPLETION OF A 2 HR FLT FROM TUS TO CCB, WE WERE HANDED OFF FROM LCL APCH TO ONT CTL TWR FOR AERODROME TRANSITION. PLT ADVISED TWR CTLR THAT HE WOULD DEPART UNCONTROLLED ARPT (CCB) FOR ONT IN 10 MINS FOR LNDG AT ONT. IMMEDIATELY AFTER DEP FROM CCB, PLT ADVISED TWR THAT WE WERE ON A 45 DEG ENTRY TO ONT. CTLR ANSWERED ANOTHER CALL. PLT AGAIN RPTED POS AND INTENTION TO ENTER PATTERN AT ONT. PRIOR TO CTLR RESPONSE, A POLICE HELI RPTED A NEAR MISS WITH PLT'S ACFT. PLT NEVER SAW HELI (NOT EVEN POST EVENT). CTLR ACKNOWLEDGED PLTS THIRD CALL. CLRNC TO LAND WAS GIVEN. UPON INVESTIGATION, CTLR STATED HE DID NOT HEAR CALLS 1 OR 2 FROM PLT. CCB ONLY ALLOWS LEFT TURNS OFF RWY 24 (NOISE ABATEMENT). CTLR SHOULD HAVE ASSIGNED THE SQUAWK PRIOR TO LNDG AT CABLE/PLT SHOULD HAVE MADE THE REQUEST IN CLEARER TERMS. BECAUSE OF THE POLICE OPERATION WITH THE HELI, THEY SHOULD ALSO LISTEN CLOSER. PLT GAVE POS ON ALL 3 CALLS AND POLICE ARE FAMILIAR WITH THE AIRSPACE.
