Narrative:
I received a phone call from dfw on violation of 'fire bottle hydrostatic due.' it was reported by the pilot that the above item was completed, when in fact it was not. I called the local FBO and talked with pilot parts. Started parts research and made local calls to find bottle. Coordinated effort with fll, dfw and gkk. Talked with FBO mechanics on proper procedure and had them reference current light transport maintenance manuals. FBO found bottle locally and installed. Talk with fll FBO went step-by-step, word-by-word, through required paperwork to clear through dfw soc. Aircraft was finally released later that day and trip proceeded west/O any other problems. Note after aircraft arrived at grr the pilot called dfw soc and asked for release #. At this time soc said their computer showed bottle hydrostat due. The pilot assured soc that this was done and the aircraft was released. Once he arrived at fll he then called soc to close release and told soc that in fact this item was not done. At this time the aircraft was grounded till discrepancy completed. My role was only an advisory one, to get my chartered people home.
