Narrative:

Youngstown approach now has no single digit frequencys (in may/91, frequency 126.6 was changed to 133.95). I was working local control in the tower when small aircraft X requested departure with stage III separation (yng has a TRSA). The TRACON could not communicate with small aircraft X since his radio didn't have split frequencys. Not knowing if I had the authority to deny him this service, and being required to separate all participating aircraft in the TRSA, I coordinated with departure control, and provided radar services with the tower BRITE. The aircraft departed without incident.

Title: SMA ACFT NOT EQUIPPED WITH ANY TRACON FREQ. TWR CTLR PROVIDED STAGE III SERVICE USING BRITE DISPLAY.

Narrative: YOUNGSTOWN APCH NOW HAS NO SINGLE DIGIT FREQS (IN MAY/91, FREQ 126.6 WAS CHANGED TO 133.95). I WAS WORKING LCL CTL IN THE TWR WHEN SMA X REQUESTED DEP WITH STAGE III SEPARATION (YNG HAS A TRSA). THE TRACON COULD NOT COMMUNICATE WITH SMA X SINCE HIS RADIO DIDN'T HAVE SPLIT FREQS. NOT KNOWING IF I HAD THE AUTHORITY TO DENY HIM THIS SERVICE, AND BEING REQUIRED TO SEPARATE ALL PARTICIPATING ACFT IN THE TRSA, I COORDINATED WITH DEP CTL, AND PROVIDED RADAR SERVICES WITH THE TWR BRITE. THE ACFT DEPARTED WITHOUT INCIDENT.
