Narrative:
Air carrier X departed pit climbing to FL260 sbound on the ckb 197 radial (as per the letter of agreement). Air carrier X was climbing very slow, crossed the zcc, ZDC boundary just leaving FL240. Just as air carrier X crossed the boundary, the conflict was activated with cpr Y descending to FL230 15 mi northwest of the ZID-ZDC boundary. Cpr Y was proceeding direct to shd. The moore field sector (R3) had received a remove strip on cpr Y because the aircraft was descending to FL230, which is below the altitude owned by R3 (FL240 and above). It was apparent from as soon as the conflict alert was activated, the 2 aircraft would be in close proximity to each other. I finally talked to air carrier X when the aircraft was 5 mi into my area. My first transmission to air carrier X was to expedite through FL250, but it was too late. The ZID controller finally attempted to give me (R3) a pointout as cpr Y crossed my boundary leaving FL243 descending to FL230. I advised the controller of the traffic in conflict with cpr Y, but it was too late, separation was lost, and the aircraft crossed with 3.1 mi and 600 ft. The incident occurred because the ZID controller allowed cpr Y to get too close to my airspace (R3) without a pointout done in a timely manner.

Title: ACR X HAD LTSS FROM CPR Y. SYS ERROR.
Narrative: ACR X DEPARTED PIT CLBING TO FL260 SBOUND ON THE CKB 197 RADIAL (AS PER THE LETTER OF AGREEMENT). ACR X WAS CLBING VERY SLOW, CROSSED THE ZCC, ZDC BOUNDARY JUST LEAVING FL240. JUST AS ACR X CROSSED THE BOUNDARY, THE CONFLICT WAS ACTIVATED WITH CPR Y DSNDING TO FL230 15 MI NW OF THE ZID-ZDC BOUNDARY. CPR Y WAS PROCEEDING DIRECT TO SHD.
