Narrative:
Was flying from charlottesville-cho-to danburg, ct,-dxr-via direct frederick-pdk-direct lns-direct dxr. Thought I was above washington TCA, when I sighted a plane descending into dulles at about 1 mi ahead of me. Plane was going west to east, I was going northeast. To give more clearance, I made a climbing turn to the west so as to pass behind him. After I was clear of the other plane, I proceeded on a course to lancaster. I called baltimore approach about 30 mi out and at 9500' MSL to get flight following to danburg, at which time I was told to give the supervisor at dulles a call when I landed. Called supervisor at X:15 pm, 6/91, and was told that I had passed through the top of the TCA at 9500'. I did not realize that I was in the TCA. My last flight through that section dulles was still an arsa. When he asked about the other aircraft, I told him I had the airliner in sight and went behind and above him as I saw he was descending. Just had major repairs done to my plane and was watching engine gauges more than flight instruments.

Narrative: WAS FLYING FROM CHARLOTTESVILLE-CHO-TO DANBURG, CT,-DXR-VIA DIRECT FREDERICK-PDK-DIRECT LNS-DIRECT DXR. THOUGHT I WAS ABOVE WASHINGTON TCA, WHEN I SIGHTED A PLANE DSNDING INTO DULLES AT ABOUT 1 MI AHEAD OF ME. PLANE WAS GOING W TO E, I WAS GOING NE. TO GIVE MORE CLRNC, I MADE A CLBING TURN TO THE W SO AS TO PASS BEHIND HIM. AFTER I WAS CLR OF THE OTHER PLANE, I PROCEEDED ON A COURSE TO LANCASTER. I CALLED BALTIMORE APCH ABOUT 30 MI OUT AND AT 9500' MSL TO GET FLT FOLLOWING TO DANBURG, AT WHICH TIME I WAS TOLD TO GIVE THE SUPVR AT DULLES A CALL WHEN I LANDED. CALLED SUPVR AT X:15 PM, 6/91, AND WAS TOLD THAT I HAD PASSED THROUGH THE TOP OF THE TCA AT 9500'. I DID NOT REALIZE THAT I WAS IN THE TCA. MY LAST FLT THROUGH THAT SECTION DULLES WAS STILL AN ARSA. WHEN HE ASKED ABOUT THE OTHER ACFT, I TOLD HIM I HAD THE AIRLINER IN SIGHT AND WENT BEHIND AND ABOVE HIM AS I SAW HE WAS DSNDING. JUST HAD MAJOR REPAIRS DONE TO MY PLANE AND WAS WATCHING ENG GAUGES MORE THAN FLT INSTRUMENTS.
