Narrative:
While working ground control and clearance delivery combined a fire truck at runway 11 blastpad requested clearance back to the fire station. I told him to proceed as requested. He was then observed turning onto the runway 11. A plane on 1-1 1/2 mi final was told to go around by the local controller. The fire truck was then told by me to exit the runway at taxiway B (the first available exit). I asked the fire truck to confirm the requested clearance via taxiway a and the main terminal ramp. He responded, negative, I requested clearance via runway 11 and taxiway C. In the future, to avoid the chance of misunderstanding specific requests, instead of responding 'proceed as requested', I will respond with specific instructions such as 'proceed to the fire station via taxiway a and the main terminal ramp.'

Title: GND CTLR CLEARS FIRE TRUCK TO RETURN TO FIRE HOUSE. TRUCK DRIVES ONTO RWY. ACFT FORCED TO GAR.
Narrative: WHILE WORKING GND CTL AND CLRNC DELIVERY COMBINED A FIRE TRUCK AT RWY 11 BLASTPAD REQUESTED CLRNC BACK TO THE FIRE STATION. I TOLD HIM TO PROCEED AS REQUESTED. HE WAS THEN OBSERVED TURNING ONTO THE RWY 11. A PLANE ON 1-1 1/2 MI FINAL WAS TOLD TO GO AROUND BY THE LCL CTLR. THE FIRE TRUCK WAS THEN TOLD BY ME TO EXIT THE RWY AT TXWY B (THE FIRST AVAILABLE EXIT). I ASKED THE FIRE TRUCK TO CONFIRM THE REQUESTED CLRNC VIA TXWY A AND THE MAIN TERMINAL RAMP. HE RESPONDED, NEGATIVE, I REQUESTED CLRNC VIA RWY 11 AND TXWY C. IN THE FUTURE, TO AVOID THE CHANCE OF MISUNDERSTANDING SPECIFIC REQUESTS, INSTEAD OF RESPONDING 'PROCEED AS REQUESTED', I WILL RESPOND WITH SPECIFIC INSTRUCTIONS SUCH AS 'PROCEED TO THE FIRE STATION VIA TXWY A AND THE MAIN TERMINAL RAMP.'
