Narrative:
While fling at FL310, we received following after requesting higher, descend to cross 160 west 4QD at FL290, maintain FL290, to ymm higher on request. After a few hard to understand radio exchanges, we understood controller was asking for a choice of FL290 or J529 to ymm and elected FL290. We were informed passing fmm that center wanted us to both descend and fly FL290/J529 to ymm.

Title: FLT CREW REQUESTED HIGHER ALT BUT WAS GIVEN DESCENT TO LOWER AND CHANGE OF ROUTE THAT WAS NOT UNDERSTOOD BY FLT CREW.
Narrative: WHILE FLING AT FL310, WE RECEIVED FOLLOWING AFTER REQUESTING HIGHER, DSND TO CROSS 160 W 4QD AT FL290, MAINTAIN FL290, TO YMM HIGHER ON REQUEST. AFTER A FEW HARD TO UNDERSTAND RADIO EXCHANGES, WE UNDERSTOOD CTLR WAS ASKING FOR A CHOICE OF FL290 OR J529 TO YMM AND ELECTED FL290. WE WERE INFORMED PASSING FMM THAT CENTER WANTED US TO BOTH DSND AND FLY FL290/J529 TO YMM.
