Narrative:
Our aircraft was cleared to FL310. Upon passing 28600 ft ATC advised us we had only been cleared to FL280, and to descend immediately. We descended and turned 30 degree right as instructed. After a min or 2 another aircraft went by us at FL290. ATC then commented it was his mistake and apologized.

Title: ARTCC RADAR CTLR CLBED AN ACFT TO ITS REQUESTED ALT WHICH RESULTED IN LTSS.
Narrative: OUR ACFT WAS CLRED TO FL310. UPON PASSING 28600 FT ATC ADVISED US WE HAD ONLY BEEN CLRED TO FL280, AND TO DSND IMMEDIATELY. WE DSNDED AND TURNED 30 DEG R AS INSTRUCTED. AFTER A MIN OR 2 ANOTHER ACFT WENT BY US AT FL290. ATC THEN COMMENTED IT WAS HIS MISTAKE AND APOLOGIZED.
