Narrative:
In level flight at an intermediate cruise altitude of 11000' MSL, 74 mi west of sie VORTAC just off V44 on an assigned heading of 090 degrees for spacing. Bwi departure control called out jet traffic at or 10 O'clock position climbing to level at 10000' MSL. We acknowledged positive contact on the traffic. We were converging with the jet, but at different altitudes. The traffic first displayed as proximate traffic on our TCAS, then a TA and immediately thereafter an RA instructed us to 'climb, climb now,' directing a 1500 FPM climb rate. At this point we initiated a climb and advised ATC of our actions. TCAS informed us we were 'clear of conflict' at 11500' MSL. We resumed our normal cruise altitude of 11000' MSL and concluded the flight west/O incident. I don't think there was anything unusual about this RA. Our traffic was in a climb to level at 10000' MSL, but TCAS didn't know that. I think it saw a closure rate it didn't like and told us to climb. I don't know if there's a reasonable solution to this type problem (RA encounter).

Title: TRACON GAVE TRAFFIC ADVISORY, BUT TCAS RA ADVISED CLIMB. FLT CREW ADVISED TRACON AND CLIMBED.
Narrative: IN LEVEL FLT AT AN INTERMEDIATE CRUISE ALT OF 11000' MSL, 74 MI W OF SIE VORTAC JUST OFF V44 ON AN ASSIGNED HDG OF 090 DEGS FOR SPACING. BWI DEP CTL CALLED OUT JET TFC AT OR 10 O'CLOCK POS CLBING TO LEVEL AT 10000' MSL. WE ACKNOWLEDGED POSITIVE CONTACT ON THE TFC. WE WERE CONVERGING WITH THE JET, BUT AT DIFFERENT ALTS. THE TFC FIRST DISPLAYED AS PROXIMATE TFC ON OUR TCAS, THEN A TA AND IMMEDIATELY THEREAFTER AN RA INSTRUCTED US TO 'CLB, CLB NOW,' DIRECTING A 1500 FPM CLB RATE. AT THIS POINT WE INITIATED A CLB AND ADVISED ATC OF OUR ACTIONS. TCAS INFORMED US WE WERE 'CLR OF CONFLICT' AT 11500' MSL. WE RESUMED OUR NORMAL CRUISE ALT OF 11000' MSL AND CONCLUDED THE FLT W/O INCIDENT. I DON'T THINK THERE WAS ANYTHING UNUSUAL ABOUT THIS RA. OUR TFC WAS IN A CLB TO LEVEL AT 10000' MSL, BUT TCAS DIDN'T KNOW THAT. I THINK IT SAW A CLOSURE RATE IT DIDN'T LIKE AND TOLD US TO CLB. I DON'T KNOW IF THERE'S A REASONABLE SOLUTION TO THIS TYPE PROB (RA ENCOUNTER).
