Narrative:
We were level at 12000' and advised by controller that a flight of 4 fgt were descending to 13000'. The first 2 fgt seemed to level at 13000', but the second 2 fgt continued through our altitude at a high rate of descent. We notified ATC and they notified the military flight that they had deviated from assigned altitude. Horizontal sep was about 2500'.

Title: FLT STOPPED CLIMB AT 12000' WITH 4 FGT CLEARED LEVEL AT 13000'. 2 FGT LEVELED BUT 2 FGT DESCENDED THROUGH ACR'S ALT PROX OF 2500'.
Narrative: WE WERE LEVEL AT 12000' AND ADVISED BY CTLR THAT A FLT OF 4 FGT WERE DSNDING TO 13000'. THE FIRST 2 FGT SEEMED TO LEVEL AT 13000', BUT THE SECOND 2 FGT CONTINUED THROUGH OUR ALT AT A HIGH RATE OF DSNT. WE NOTIFIED ATC AND THEY NOTIFIED THE MIL FLT THAT THEY HAD DEVIATED FROM ASSIGNED ALT. HORIZ SEP WAS ABOUT 2500'.
