Narrative:

TCAS RA issued for VFR traffic that was 500' below. We were IFR flight plan assigned 10000' flight MSL. Intruder was VFR at 9500' MSL. Traffic was called by ZJX. No visibility on VFR traffic. No TA issued by TCAS. TCAS issued climb RA. We climbed 300' to 10300' MSL. We advised ZJX of TCAS RA and our subsequent altitude deviation. Returned to assigned altitude of 10000' MSL. ZJX advised that IFR sep criteria was not violated. This type of TCAS advisory is a problem due to the fact that both aircraft were at legal altitudes (VFR/IFR mis). TCAS is a real problem in crowded terminal areas because of numerous TA's at the most inopportune moments, such as on takeoff roll, initial climb and short final. TCAS voice command vol level is much too loud.

Narrative: TCAS RA ISSUED FOR VFR TFC THAT WAS 500' BELOW. WE WERE IFR FLT PLAN ASSIGNED 10000' FLT MSL. INTRUDER WAS VFR AT 9500' MSL. TFC WAS CALLED BY ZJX. NO VIS ON VFR TFC. NO TA ISSUED BY TCAS. TCAS ISSUED CLB RA. WE CLBED 300' TO 10300' MSL. WE ADVISED ZJX OF TCAS RA AND OUR SUBSEQUENT ALT DEVIATION. RETURNED TO ASSIGNED ALT OF 10000' MSL. ZJX ADVISED THAT IFR SEP CRITERIA WAS NOT VIOLATED. THIS TYPE OF TCAS ADVISORY IS A PROB DUE TO THE FACT THAT BOTH ACFT WERE AT LEGAL ALTS (VFR/IFR MIS). TCAS IS A REAL PROB IN CROWDED TERMINAL AREAS BECAUSE OF NUMEROUS TA'S AT THE MOST INOPPORTUNE MOMENTS, SUCH AS ON TKOF ROLL, INITIAL CLB AND SHORT FINAL. TCAS VOICE COMMAND VOL LEVEL IS MUCH TOO LOUD.
