Narrative:

Flight was legally dispatched from sxm to mia, no alternate. Dispatch release takeoff fuel was 28800#. Actual takeoff fuel was 31500#. Flight progressed on profile with normal fuel burn. Nearing mia, ATC issued an early descent off profile. The lower altitude caused an increase in fuel consumption. Later, ATC issued west vectors taking the flight away from mia and possible diversion fields. Since where and how long this vectoring would continue was unknown, the captain felt it prudent to declare emergency fuel. The flight landed at mia with 5900 pounds of fuel.

Title: HOLDING AT LOW ALT FLT CREW JUDGED FUEL TO BE CRITICAL DECLARED EMERGENCY FOR IMMEDIATE APCH AND LNDG.

Narrative: FLT WAS LEGALLY DISPATCHED FROM SXM TO MIA, NO ALTERNATE. DISPATCH RELEASE TKOF FUEL WAS 28800#. ACTUAL TKOF FUEL WAS 31500#. FLT PROGRESSED ON PROFILE WITH NORMAL FUEL BURN. NEARING MIA, ATC ISSUED AN EARLY DSNT OFF PROFILE. THE LOWER ALT CAUSED AN INCREASE IN FUEL CONSUMPTION. LATER, ATC ISSUED W VECTORS TAKING THE FLT AWAY FROM MIA AND POSSIBLE DIVERSION FIELDS. SINCE WHERE AND HOW LONG THIS VECTORING WOULD CONTINUE WAS UNKNOWN, THE CAPT FELT IT PRUDENT TO DECLARE EMER FUEL. THE FLT LANDED AT MIA WITH 5900 LBS OF FUEL.
