Narrative:

Small transport X was on a missed approach off crq airport. The aircraft called me (departure) and I issued a traffic alert to the small transport X, 12 O'clock 1 1/2 mi at 1700'. The small transport was in the clouds and could not see the traffic so I advised him to stop his climb immediately at 1100'. This altitude was below the MVA but along the shoreline so there was no terrain danger. The other aircraft was small transport Y, an small transport turbo. This aircraft was based at crq airport and called the tower west of the airport and advised the tower he did not have the airport in sight. The tops west of the airport were 2100'.

Title: POTENTIAL CONFLICT LESS THAN STANDARD SEPARATION AVOIDED AS ALERT TRACON DEP CTLR RESOLVES SMT MISSED APCH PROBLEM WITH AN AMENDED CLRNC.

Narrative: SMT X WAS ON A MISSED APCH OFF CRQ ARPT. THE ACFT CALLED ME (DEP) AND I ISSUED A TFC ALERT TO THE SMT X, 12 O'CLOCK 1 1/2 MI AT 1700'. THE SMT WAS IN THE CLOUDS AND COULD NOT SEE THE TFC SO I ADVISED HIM TO STOP HIS CLB IMMEDIATELY AT 1100'. THIS ALT WAS BELOW THE MVA BUT ALONG THE SHORELINE SO THERE WAS NO TERRAIN DANGER. THE OTHER ACFT WAS SMT Y, AN SMT TURBO. THIS ACFT WAS BASED AT CRQ ARPT AND CALLED THE TWR W OF THE ARPT AND ADVISED THE TWR HE DID NOT HAVE THE ARPT IN SIGHT. THE TOPS W OF THE ARPT WERE 2100'.
