Narrative:
Due to a fuel vent valve defect in charter widebody transport aircraft at oein (jeddah, saudia arabia) it was determined that an unscheduled fuel stop was in order due to a restr amount of usable fuel on board the aircraft for its scheduled direct flight to wmkk (kuala lumpur, malaysia). After deciphering through many details with respect to location, fuel handling, ground support, already received overflt clearance numbers, it was determined that vidp (new delhi, india) was to be selected as a viable fuel stop. Flight planner/dispatcher in determining a viable routing unknowingly by mistake routed flight to cross over and into iranian and pakistanian airspace while en route to vidp. The flight crossed over into the oiix fir boundary (iranian) by approximately 60 mi inside the iranian border. Upon arrival into pakistan airspace opkr fir boundary, flight was diverted by ATC at point dosti along the flight path to avoid a prohibited pakistanian area from ground level to unlimited. Upon diversion at point dosti, flight continued on remainder of flight without further problems to destination vidp. Flight planner briefly looked at route prior to sending to crew but did not thoroughly go over it due to fact that flight was running very late and crew and passenger were on board the aircraft and aircraft was pushed back away from gate awaiting the proper paperwork from dispatch.
Original NASA ASRS Text
Title: CHARTER WDB IS SENT AN AMENDED CLRNC ROUTE CHANGE DUE TO FUEL REQUIREMENTS AND MAKES AN UNAUTHORIZED PENETRATION OF FOREIGN AIRSPACE. DISPATCHER UNAVAILABLE FOR COMMENT.
Narrative: DUE TO A FUEL VENT VALVE DEFECT IN CHARTER WDB ACFT AT OEIN (JEDDAH, SAUDIA ARABIA) IT WAS DETERMINED THAT AN UNSCHEDULED FUEL STOP WAS IN ORDER DUE TO A RESTR AMOUNT OF USABLE FUEL ON BOARD THE ACFT FOR ITS SCHEDULED DIRECT FLT TO WMKK (KUALA LUMPUR, MALAYSIA). AFTER DECIPHERING THROUGH MANY DETAILS WITH RESPECT TO LOCATION, FUEL HANDLING, GND SUPPORT, ALREADY RECEIVED OVERFLT CLRNC NUMBERS, IT WAS DETERMINED THAT VIDP (NEW DELHI, INDIA) WAS TO BE SELECTED AS A VIABLE FUEL STOP. FLT PLANNER/DISPATCHER IN DETERMINING A VIABLE ROUTING UNKNOWINGLY BY MISTAKE ROUTED FLT TO CROSS OVER AND INTO IRANIAN AND PAKISTANIAN AIRSPACE WHILE ENRTE TO VIDP. THE FLT CROSSED OVER INTO THE OIIX FIR BOUNDARY (IRANIAN) BY APPROX 60 MI INSIDE THE IRANIAN BORDER. UPON ARR INTO PAKISTAN AIRSPACE OPKR FIR BOUNDARY, FLT WAS DIVERTED BY ATC AT POINT DOSTI ALONG THE FLT PATH TO AVOID A PROHIBITED PAKISTANIAN AREA FROM GND LEVEL TO UNLIMITED. UPON DIVERSION AT POINT DOSTI, FLT CONTINUED ON REMAINDER OF FLT WITHOUT FURTHER PROBLEMS TO DEST VIDP. FLT PLANNER BRIEFLY LOOKED AT RTE PRIOR TO SENDING TO CREW BUT DID NOT THOROUGHLY GO OVER IT DUE TO FACT THAT FLT WAS RUNNING VERY LATE AND CREW AND PAX WERE ON BOARD THE ACFT AND ACFT WAS PUSHED BACK AWAY FROM GATE AWAITING THE PROPER PAPERWORK FROM DISPATCH.
