Narrative:
I inflated balloon and was towed by a boat to the state park. We were to be tethered to a floating barge 600 ft off shore. During the transfer of the tether rope from the boat to the barge the rope got away and 2 people went into the water trying to grab the rope. One man hung on and was towed to shore, I was yelling to let go, but he did not. When the rope reached the beach about a dozen people grabbed it and tied it to a post. I was tethered over the crowd at this point. I kept yelling down to them to let us go. They finally did and we flew away and landed about 45 mins later. I checked back and no one was hurt and no damage was done.

Title: HOT AIR BALLOON PLACES SEVERAL PEOPLE IN JEOPARDY WHEN THE SECURING LANYARD ESCAPES FROM THE MOORING TIE AND GND PERSONNEL ATTEMPT TO RECOVER.
Narrative: I INFLATED BALLOON AND WAS TOWED BY A BOAT TO THE STATE PARK. WE WERE TO BE TETHERED TO A FLOATING BARGE 600 FT OFF SHORE. DURING THE TRANSFER OF THE TETHER ROPE FROM THE BOAT TO THE BARGE THE ROPE GOT AWAY AND 2 PEOPLE WENT INTO THE WATER TRYING TO GRAB THE ROPE. ONE MAN HUNG ON AND WAS TOWED TO SHORE, I WAS YELLING TO LET GO, BUT HE DID NOT. WHEN THE ROPE REACHED THE BEACH ABOUT A DOZEN PEOPLE GRABBED IT AND TIED IT TO A POST. I WAS TETHERED OVER THE CROWD AT THIS POINT. I KEPT YELLING DOWN TO THEM TO LET US GO. THEY FINALLY DID AND WE FLEW AWAY AND LANDED ABOUT 45 MINS LATER. I CHKED BACK AND NO ONE WAS HURT AND NO DAMAGE WAS DONE.
