Narrative:
Air carrier X departed to the south from mke with a clearance to 8000 ft. ATC called wbound air carrier Y at 8000 ft which we sighted. Our TCAS gave a RA to limit the climb to 500 FPM or less, which we complied to. ATC told us to descend back down to 7000 ft just as we were reaching 7500 ft. Upon reaching 7000 ft we received a TA for other 7000 ft traffic from our TCAS. This was followed by a RA to climb at least 2000 FPM, which we complied to. The 7000 ft traffic was never sighted. Callback conversation with reporter revealed the following information: reporter stated 8000 ft traffic was an air carrier medium large transport. The controller had told air carrier X they had been assigned 7000 ft. Reporter had talked with approach control but they did not get back to him about altitude. Reporter stated he thought the 7000 ft TCASII RA was a false target. Reporter stated the flight crew had readback 8000 and set it in the altitude alert.

Narrative: ACR X DEPARTED TO THE S FROM MKE WITH A CLRNC TO 8000 FT. ATC CALLED WBOUND ACR Y AT 8000 FT WHICH WE SIGHTED. OUR TCAS GAVE A RA TO LIMIT THE CLB TO 500 FPM OR LESS, WHICH WE COMPLIED TO. ATC TOLD US TO DSND BACK DOWN TO 7000 FT JUST AS WE WERE REACHING 7500 FT. UPON REACHING 7000 FT WE RECEIVED A TA FOR OTHER 7000 FT TFC FROM OUR TCAS. THIS WAS FOLLOWED BY A RA TO CLB AT LEAST 2000 FPM, WHICH WE COMPLIED TO. THE 7000 FT TFC WAS NEVER SIGHTED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED 8000 FT TFC WAS AN ACR MLG. THE CTLR HAD TOLD ACR X THEY HAD BEEN ASSIGNED 7000 FT. RPTR HAD TALKED WITH APCH CTL BUT THEY DID NOT GET BACK TO HIM ABOUT ALT. RPTR STATED HE THOUGHT THE 7000 FT TCASII RA WAS A FALSE TARGET. RPTR STATED THE FLC HAD READBACK 8000 AND SET IT IN THE ALT ALERT.
