Narrative:
I was working ground control. I called ZKC and asked for IFR release on cpr X. Zke released cpr X depart south runway 17 turn right direct salina VOR on course maintain 5000. I marked the strip accordingly and gave it to the tower controller. The tower controller departed cpr X north runway 35. Direct the VOR on course. When cpr X was about 5 mi north of the field ZKC called wanting to know what runway he departed from. I told them runway 35 for our traffic. He said he had traffic at 5000 ft and I should have called him to tell him about the change in runway. Supplemental information from acn 184767. Cpr X had a release from ZKC for runway 17. I, as local controller, released him from runway 35 direct to sln VOR (ZKC departure instructions were turn right direct sln VOR). ZKC supervisor said no loss of separation occurred.

Narrative: I WAS WORKING GND CTL. I CALLED ZKC AND ASKED FOR IFR RELEASE ON CPR X. ZKE RELEASED CPR X DEPART S RWY 17 TURN R DIRECT SALINA VOR ON COURSE MAINTAIN 5000. I MARKED THE STRIP ACCORDINGLY AND GAVE IT TO THE TWR CTLR. THE TWR CTLR DEPARTED CPR X N RWY 35. DIRECT THE VOR ON COURSE. WHEN CPR X WAS ABOUT 5 MI N OF THE FIELD ZKC CALLED WANTING TO KNOW WHAT RWY HE DEPARTED FROM. I TOLD THEM RWY 35 FOR OUR TFC. HE SAID HE HAD TFC AT 5000 FT AND I SHOULD HAVE CALLED HIM TO TELL HIM ABOUT THE CHANGE IN RWY. SUPPLEMENTAL INFO FROM ACN 184767. CPR X HAD A RELEASE FROM ZKC FOR RWY 17. I, AS LCL CTLR, RELEASED HIM FROM RWY 35 DIRECT TO SLN VOR (ZKC DEP INSTRUCTIONS WERE TURN R DIRECT SLN VOR). ZKC SUPVR SAID NO LOSS OF SEPARATION OCCURRED.
