Narrative:
Departed runway 15 bur. Elmoo 4 SID states: 'left turn to heading as soon as practicable'. As soon as airspeed and altitude permitted I turned. Upon climb out bur departure asked us to call bur tower upon arrival in san. Upon calling bur tower supervisor stated that an airlines jet had complained that we had flown over him on the taxiway at about 200 ft. Neither the first officer nor myself had seen the airliner on the taxiway. We were obviously busy with takeoff, it was dusk, and the low seating/poor visibility of our aircraft all contributed to the situation. This was a safe maneuver. Before turning, I cleared the left side prior to commencing the left turn. At no time was there any potential conflict with any aircraft, terrain, or other obstacles. Even in the event of an engine failure we had a clear climb path. The jet was never a factor in any potential situation. The bur tower supervisor stated that they prefer us to begin our turns after the end of the runway. I feel this is in direct conflict with the instructions on the SID.

Title: LTT TAKING OFF ON RWY 15 AT BUR MADE EARLY TURN. RECEIVED COMPLAINT FROM ACR TAXIING ON RAMP AT BUR.
Narrative: DEPARTED RWY 15 BUR. ELMOO 4 SID STATES: 'L TURN TO HDG AS SOON AS PRACTICABLE'. AS SOON AS AIRSPD AND ALT PERMITTED I TURNED. UPON CLBOUT BUR DEP ASKED US TO CALL BUR TWR UPON ARR IN SAN. UPON CALLING BUR TWR SUPVR STATED THAT AN AIRLINES JET HAD COMPLAINED THAT WE HAD FLOWN OVER HIM ON THE TAXIWAY AT ABOUT 200 FT. NEITHER THE FO NOR MYSELF HAD SEEN THE AIRLINER ON THE TAXIWAY. WE WERE OBVIOUSLY BUSY WITH TKOF, IT WAS DUSK, AND THE LOW SEATING/POOR VISIBILITY OF OUR ACFT ALL CONTRIBUTED TO THE SITUATION. THIS WAS A SAFE MANEUVER.
