Narrative:

The ground controller had taxied small aircraft X to runway 8. He neglected to tell the local controller that small aircraft X was IFR. The local controller cleared small aircraft X before a release had been obtained from the center (ZMP). The aircraft was 1 1/2 mi south of the airport before the local controller realized that small aircraft X was IFR. We had an IFR aircraft 3 mi southeast and another IFR departure 3 mi southwest. Callback conversation with reporter revealed the following information. Missing information on report filled in. Reporter stated the intrafac coordination is very loose. The ground controller is not required to inform the local controller an aircraft is IFR. The facility allows the ground controller to have the pilot inform the local controller when the aircraft is IFR. Reporter counseled that a SOP should be adopted that spells out position responsibilities for IFR aircraft releases.

Narrative: THE GND CTLR HAD TAXIED SMA X TO RWY 8. HE NEGLECTED TO TELL THE LCL CTLR THAT SMA X WAS IFR. THE LCL CTLR CLRED SMA X BEFORE A RELEASE HAD BEEN OBTAINED FROM THE CENTER (ZMP). THE ACFT WAS 1 1/2 MI S OF THE ARPT BEFORE THE LCL CTLR REALIZED THAT SMA X WAS IFR. WE HAD AN IFR ACFT 3 MI SE AND ANOTHER IFR DEP 3 MI SW. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. MISSING INFO ON RPT FILLED IN. RPTR STATED THE INTRAFAC COORD IS VERY LOOSE. THE GND CTLR IS NOT REQUIRED TO INFORM THE LCL CTLR AN ACFT IS IFR. THE FACILITY ALLOWS THE GND CTLR TO HAVE THE PLT INFORM THE LCL CTLR WHEN THE ACFT IS IFR. RPTR COUNSELED THAT A SOP SHOULD BE ADOPTED THAT SPELLS OUT POS RESPONSIBILITIES FOR IFR ACFT RELEASES.
