Narrative:

While being vectored to ILS 18L, on 15 mi dog leg to final, traffic called at 2 O'clock, 5 mi, same altitude. We were in descent then called 2 O'clock, 2 mi, same altitude. Instructed by ATC to level off. As we did so traffic (small transport) passed off right wing. I asked why there was no TCA at cvg. Answer was they are trying to get one, but it has not been approved. With the increased traffic at cvg, expansion plus new north/south runway, a TCA is definitely in order. We were heading southwest (230 degree) looking into evening sun. Visibility on ground reported 7 mi but visibility at 6500 ft in haze and looking into sun has 1-2 mi at best.

AS WE DID SO TFC (SMT) PASSED OFF R WING. I ASKED WHY THERE WAS NO TCA AT CVG. ANSWER WAS THEY ARE TRYING TO GET ONE, BUT IT HAS NOT BEEN APPROVED. WITH THE INCREASED TFC AT CVG, EXPANSION PLUS NEW N/S RWY, A TCA IS DEFINITELY IN ORDER. WE WERE HDG SW (230 DEG) LOOKING INTO EVENING SUN. VISIBILITY ON GND RPTED 7 MI BUT VISIBILITY AT 6500 FT IN HAZE AND LOOKING INTO SUN HAS 1-2 MI AT BEST.
