Narrative:
We departed cincinnati blue ash airport on an IFR flight plan to cleveland, cuyahoga county airport (cgf). We received a standard WX briefing before departing which indicated mostly VFR conditions and a NOTAM regarding cgf's localizer back course being restr. During descent to cgf, cleveland approach advised us that the runway was closed and cgf had been using the parallel taxiway for landing. We were cleared for a visual approach. 10-15 mi out we attempted to turn the airport lights on and made position reports on the CTAF. Since the airport beacon was on and cleveland had cleared us for the visual we continued the approach and landed on the taxiway without the airport lights being on.

Title: CORP ACFT LANDS ON TAXIWAY AT ARPT WITH CLOSED RWY AT NIGHT WITH NO RWY LIGHTS.
Narrative: WE DEPARTED CINCINNATI BLUE ASH ARPT ON AN IFR FLT PLAN TO CLEVELAND, CUYAHOGA COUNTY ARPT (CGF). WE RECEIVED A STANDARD WX BRIEFING BEFORE DEPARTING WHICH INDICATED MOSTLY VFR CONDITIONS AND A NOTAM REGARDING CGF'S LOC BACK COURSE BEING RESTR. WE WERE CLRED FOR A VISUAL APCH. 10-15 MI OUT WE ATTEMPTED TO TURN THE ARPT LIGHTS ON AND MADE POS RPTS ON THE CTAF. SINCE THE ARPT BEACON WAS ON AND CLEVELAND HAD CLRED US FOR THE VISUAL WE CONTINUED THE APCH AND LANDED ON THE TAXIWAY WITHOUT THE ARPT LIGHTS BEING ON.
