Narrative:
I have a foreign private pilot license and am a foreign citizen working on instrument and commercial license. I have cleared my instrument written and not similar to the foreign requirement all you need is the number of hours. I was confused and was in error to take an instrument clearance therefore. But it was visual flying conditions in my flight from oakland to santa ana airport. Over gorman VOR I was given a clearance to fly direct lake hughes and I could not get the word lake hughes right, therefore I asked 3 times and by that time I had flown over the VOR. The FAA personnel met me at the airport and treated in a very rash and rude manner since I am not very fluent in english. He took photostat copies of my license and logbook and I was flying small aircraft for which I had a high performance chkout. I realize it is my fault to have taken an instrument clearance and would make sure it never happens again. I have 190 hours and 40 hours instrument flight with instructor. I have my instrument written out of the way.

Title: NON INST RATED PLT FILES AND FLIES IFR FLT.
Narrative: I HAVE A FOREIGN PRIVATE PLT LICENSE AND AM A FOREIGN CITIZEN WORKING ON INST AND COMMERCIAL LICENSE. I HAVE CLRED MY INST WRITTEN AND NOT SIMILAR TO THE FOREIGN REQUIREMENT ALL YOU NEED IS THE NUMBER OF HRS. I WAS CONFUSED AND WAS IN ERROR TO TAKE AN INST CLRNC THEREFORE. BUT IT WAS VISUAL FLYING CONDITIONS IN MY FLT FROM OAKLAND TO SANTA ANA ARPT. OVER GORMAN VOR I WAS GIVEN A CLRNC TO FLY DIRECT LAKE HUGHES AND I COULD NOT GET THE WORD LAKE HUGHES RIGHT, THEREFORE I ASKED 3 TIMES AND BY THAT TIME I HAD FLOWN OVER THE VOR. THE FAA PERSONNEL MET ME AT THE ARPT AND TREATED IN A VERY RASH AND RUDE MANNER SINCE I AM NOT VERY FLUENT IN ENGLISH. HE TOOK PHOTOSTAT COPIES OF MY LICENSE AND LOGBOOK AND I WAS FLYING SMA FOR WHICH I HAD A HIGH PERFORMANCE CHKOUT. I REALIZE IT IS MY FAULT TO HAVE TAKEN AN INST CLRNC AND WOULD MAKE SURE IT NEVER HAPPENS AGAIN. I HAVE 190 HRS AND 40 HRS INST FLT WITH INSTRUCTOR. I HAVE MY INST WRITTEN OUT OF THE WAY.
