Narrative:
I received ATIS. Runway 1 in use. I received FSS traffic. I waited for small aircraft to land. We do not have taxi areas on runway. I looked for medium large transport to land runway 1 and did not see any. I taxied out and turned around and medium large transport was using opposite runway 19. He was landing downwind about 10 KTS. I asked if he was landing 19 and medium large transport said yes he had his clearance from center because he was landing at uncontrolled airport. I told him it was on ATIS which runway in use and he should use it. I did not have time to taxi off runway so the medium large transport had to make go around and land runway 1. Medium large transport captain very unhappy.

Title: SMT TAXIES ONTO ACTIVE RWY AND FACES OPPOSITE DIRECTION LNDG TFC WHICH PERFORMS GAR.
Narrative: I RECEIVED ATIS. RWY 1 IN USE. I RECEIVED FSS TFC. I WAITED FOR SMA TO LAND. WE DO NOT HAVE TAXI AREAS ON RWY. I LOOKED FOR MLG TO LAND RWY 1 AND DID NOT SEE ANY. I TAXIED OUT AND TURNED AROUND AND MLG WAS USING OPPOSITE RWY 19. HE WAS LNDG DOWNWIND ABOUT 10 KTS. I ASKED IF HE WAS LNDG 19 AND MLG SAID YES HE HAD HIS CLRNC FROM CENTER BECAUSE HE WAS LNDG AT UNCTLED ARPT. I TOLD HIM IT WAS ON ATIS WHICH RWY IN USE AND HE SHOULD USE IT. I DID NOT HAVE TIME TO TAXI OFF RWY SO THE MLG HAD TO MAKE GAR AND LAND RWY 1. MLG CAPT VERY UNHAPPY.
