Narrative:
When landing in portland, me, and securing the aircraft, the fuel truck pulled up to the aircraft and the fueler started to fuel the aircraft while the passenger door was closed. One passenger said to stop fueling, until the back passenger door was open. The ramp personnel was proceeding to the aircraft and the captain told the passenger the door was being opened. The captain was giving me alternate requirements and I was copying a clearance and doing a weight and balance. We were delayed all day due to company and ATC. We were trying to get back on time. We always have the passenger door open as in company policy. It is uncommon to have passenger on board the aircraft while refueling. But the fueler was too fast, knowing that we were late. When checking with the station manager the fueler was not aware of company fueling policy. The fuel company should educate fueler of fuel procedures and our policy. My corrective action will be to do one task at a time, not everything at once.

Title: FUELING OF ACFT WITH PAX ON BOARD AND CABIN DOORS NOT OPEN.
Narrative: WHEN LNDG IN PORTLAND, ME, AND SECURING THE ACFT, THE FUEL TRUCK PULLED UP TO THE ACFT AND THE FUELER STARTED TO FUEL THE ACFT WHILE THE PAX DOOR WAS CLOSED. ONE PAX SAID TO STOP FUELING, UNTIL THE BACK PAX DOOR WAS OPEN. THE RAMP PERSONNEL WAS PROCEEDING TO THE ACFT AND THE CAPT TOLD THE PAX THE DOOR WAS BEING OPENED. THE CAPT WAS GIVING ME ALTERNATE REQUIREMENTS AND I WAS COPYING A CLRNC AND DOING A WT AND BAL. WE WERE DELAYED ALL DAY DUE TO COMPANY AND ATC. WE WERE TRYING TO GET BACK ON TIME. WE ALWAYS HAVE THE PAX DOOR OPEN AS IN COMPANY POLICY. IT IS UNCOMMON TO HAVE PAX ON BOARD THE ACFT WHILE REFUELING. BUT THE FUELER WAS TOO FAST, KNOWING THAT WE WERE LATE. WHEN CHKING WITH THE STATION MGR THE FUELER WAS NOT AWARE OF COMPANY FUELING POLICY. THE FUEL COMPANY SHOULD EDUCATE FUELER OF FUEL PROCS AND OUR POLICY. MY CORRECTIVE ACTION WILL BE TO DO ONE TASK AT A TIME, NOT EVERYTHING AT ONCE.
