Narrative:
I was proceeding from ttd airport going to the southeast practice area. The arsa floor is at 1700 ft until you reach 10 NM from pdx the controling agency for this area. I had my DME tuned in to the ILS at pdx which is 111.30 for the 28R approach which pdx was using on the day of this so called infraction. Upon reaching 10.3 NM on the DME I then proceeded to continue to climb through 1700 ft MSL knowing that I was clear of the arsa. When I was done with the training flight and returned to ttd, my home airport, the tower requested that I call pdx approach facility. I did. The controller informed me that we had broken the floor altitude in the southeast quadrant of the arsa at 9.5 NM and also was within 500 ft of a jet coming into pdx. There is no way I was 500 ft from the jet, more like 1500 ft. I did no evasive actions nor was there any wake turbulence from the jet. I was climbing to 2500 ft to start my training with the student, who also holds a CFI certificate. According to my instrumentation in the aircraft, which is a certified part 135 airplane, we were outside the arsa area before the climb was initiated through 1700 MSL. I have had the DME checked with seattle approach from the btg VOR and it showed only .1 off from their reading which was 25 NM from the VOR for the check. I believe after again checking with pdx that they are not taking their reading from the same place or NAVAID that we would derive our DME distance and if the jet was as close as they say he was, then he would have been close to or below the 2500 min for the approach corridor into pdx in that area. I flew the airplane according to the instrumentation in the plane and do not believe the FAA should take any action against me but rather should find out what could be done to rectify this matter to better serve the ability for safer and more accurate flight means to distinguish our location from or to any facility. I had the jet in sight during the time we were proceeding out of and climbing to our practice altitude. Collision avoidance was maintained at all times.

Title: INSTRUCTOR PLT ALLEGEDLY PENETRATES ARSA FLOOR.
Narrative: I WAS PROCEEDING FROM TTD ARPT GOING TO THE SE PRACTICE AREA. THE ARSA FLOOR IS AT 1700 FT UNTIL YOU REACH 10 NM FROM PDX THE CTLING AGENCY FOR THIS AREA. WHEN I WAS DONE WITH THE TRAINING FLT AND RETURNED TO TTD, MY HOME ARPT, THE TWR REQUESTED THAT I CALL PDX APCH FACILITY. I DID. THE CTLR INFORMED ME THAT WE HAD BROKEN THE FLOOR ALT IN THE SE QUADRANT OF THE ARSA AT 9.5 NM AND ALSO WAS WITHIN 500 FT OF A JET COMING INTO PDX. I HAVE HAD THE DME CHKED WITH SEATTLE APCH FROM THE BTG VOR AND IT SHOWED ONLY .1 OFF FROM THEIR READING WHICH WAS 25 NM FROM THE VOR FOR THE CHK. I BELIEVE AFTER AGAIN CHKING WITH PDX THAT THEY ARE NOT TAKING THEIR READING FROM THE SAME PLACE OR NAVAID THAT WE WOULD DERIVE OUR DME DISTANCE AND IF THE JET WAS AS CLOSE AS THEY SAY HE WAS, THEN HE WOULD HAVE BEEN CLOSE TO OR BELOW THE 2500 MIN FOR THE APCH CORRIDOR INTO PDX IN THAT AREA. I FLEW THE AIRPLANE ACCORDING TO THE INSTRUMENTATION IN THE PLANE AND DO NOT BELIEVE THE FAA SHOULD TAKE ANY ACTION AGAINST ME BUT RATHER SHOULD FIND OUT WHAT COULD BE DONE TO RECTIFY THIS MATTER TO BETTER SERVE THE ABILITY FOR SAFER AND MORE ACCURATE FLT MEANS TO DISTINGUISH OUR LOCATION FROM OR TO ANY FACILITY. I HAD THE JET IN SIGHT DURING THE TIME WE WERE PROCEEDING OUT OF AND CLBING TO OUR PRACTICE ALT. COLLISION AVOIDANCE WAS MAINTAINED AT ALL TIMES.
