Narrative:
After shooting an ILS to sjc I broke out underneath, cancelled IFR and requested a departure north for the purpose of VFR flight to pao. Sjc WX was barely VFR, measured 900 ft, scattered and 3 or 4, as I recall. Pao was measured 900 ft ceiling and 2 or 3, moffett estimated 500 ft ceiling. I hopefully, and foolishly, expected to be able to complete the trip not lower than 8 or 900 ft. I was handoff to bay approach with my original squawk and proceeded north of sjc and northwest up highway 680. I would have stayed along the bay shoreline were it not for the presence of sky sailing, which I did not want to overfly so low. After clearing sky sailing I turned toward pao. From just about the leslie salt area. I requested a special VFR and landed at pao. The only problem with this flight, and the reason for this report, is that I was between 500 and 800 ft for portions of the flight over the fremont area. I had not intended to be that low and would have landed at sjc if I'd used better judgement. The moffett ceiling which I discounted since it was not measured, and my own ample knowledge of the local WX trends should have discouraged me from embarking on this portion of the flight.

Title: PLT OF SMT APCHED SJC CANCELED IFR AND PROCEEDED VFR INTO LOWERING CEILINGS, OBTAINED SPECIAL VFR TO LAND AT PAO.

SJC WX WAS BARELY VFR, MEASURED 900 FT, SCATTERED AND 3 OR 4, AS I RECALL. PAO WAS MEASURED 900 FT CEILING AND 2 OR 3, MOFFETT ESTIMATED 500 FT CEILING. I HOPEFULLY, AND FOOLISHLY, EXPECTED TO BE ABLE TO COMPLETE THE TRIP NOT LOWER THAN 8 OR 900 FT. I WAS HDOF TO BAY APCH WITH MY ORIGINAL SQUAWK AND PROCEEDED N OF SJC AND NW UP HIGHWAY 680. I WOULD HAVE STAYED ALONG THE BAY SHORELINE WERE IT NOT FOR THE PRESENCE OF SKY SAILING, WHICH I DID NOT WANT TO OVERFLY SO LOW. AFTER CLRING SKY SAILING I TURNED TOWARD PAO. THE ONLY PROBLEM WITH THIS FLT, AND THE REASON FOR THIS RPT, IS THAT I WAS BTWN 500 AND 800 FT FOR PORTIONS OF THE FLT OVER THE FREMONT AREA. I HAD NOT INTENDED TO BE THAT LOW AND WOULD HAVE LANDED AT SJC IF I'D USED BETTER JUDGEMENT. THE MOFFETT CEILING WHICH I DISCOUNTED SINCE IT WAS NOT MEASURED, AND MY OWN AMPLE KNOWLEDGE OF THE LCL WX TRENDS SHOULD HAVE DISCOURAGED ME FROM EMBARKING ON THIS PORTION OF THE FLT.
