Narrative:

In flight on 9/91 #4 engine began to wind down just north of ziggy intersection. We were level at 8000 ft MSL. I was the PF. #4 power lever would not respond to control inputs instructed my first officer to shut down the engine according to company procedure. I had my first officer declare an emergency with ATC and notify our company of the problem. ATC cleared us direct to kennedy international. The flight attendant and passengers were notified of the situation by my first officer as time permitted. Once on the ground I then informed them why we shut down the engine. We landed at jfk international without incident or injury to the passengers. All procedures were performed correctly by both myself and my first officer.
