Narrative:
I was working half (4) of all iad sectors (8) when another controller assumed control of 2 of them with no time for a proper briefing (split too late). No supervisor around to help. Small aircraft wbound at 5000 (required 6000 but held down at 5 for crossing traffic) was in receiving controller's airspace and on his frequency. Radar track dropped. Aircraft proceeded at 5000 into ZDC airspace without handoff. ZDC never called to ask about track in his airspace but then chose to violate iad for a deviation. Contributing factors: no supervisor around. Sectors split too late. Beacon channel poor, caused track to drop. Receiving controller assumed position without proper briefing. My reaction time was slowed considerably because of carbon monoxide poisoning and nicotine from secondhand smoke in break room! Corrective actions: get more controllers at iad so we don't have to work combined position so long. Get dulles a decent radar. (We've had ASR-9 rusting for 3 yrs.) eliminate all smoking from facility.

Title: IMPROPER POS RELIEF BRIEFING RADAR EQUIP PROBLEM BEACON DROPPED DATA TAG SMA UNCOORD AIRSPACE ENTRY TO ZDC AIRSPACE. OPDEV.
Narrative: I WAS WORKING HALF (4) OF ALL IAD SECTORS (8) WHEN ANOTHER CTLR ASSUMED CTL OF 2 OF THEM WITH NO TIME FOR A PROPER BRIEFING (SPLIT TOO LATE). NO SUPVR AROUND TO HELP. SMA WBOUND AT 5000 (REQUIRED 6000 BUT HELD DOWN AT 5 FOR XING TFC) WAS IN RECEIVING CTLR'S AIRSPACE AND ON HIS FREQ. RADAR TRACK DROPPED. ACFT PROCEEDED AT 5000 INTO ZDC AIRSPACE WITHOUT HDOF. ZDC NEVER CALLED TO ASK ABOUT TRACK IN HIS AIRSPACE BUT THEN CHOSE TO VIOLATE IAD FOR A DEV. CONTRIBUTING FACTORS: NO SUPVR AROUND. SECTORS SPLIT TOO LATE. BEACON CHANNEL POOR, CAUSED TRACK TO DROP.
