Narrative:
About 10 mins after level off at FL310, the start valve open light came on for the #2 engine. Checklist requires a shutdown to prevent disintegration of the starter and damage to the engine. Shutdown accomplished and emergency declared and returned to ewr for a single engine landing. Full emergency landing preparation was made in cabin and everything went smoothly.
