Narrative:

After leaving vny airport for oxnard airport in VFR conditions, I called ntd approach (128.65) and asked for flight following. Ntd said to 'standby'. I called ntd later, about 16 mi east of oxnard and they said to contact oxnard on 120.0. I called oxnard and gave my position. They said they were IFR and I should contact ntd for a clearance. I called ntd and they said to call oxnard. I called oxnard and gave my position, which by this time was on the ILS at the OM. Oxnard said they were IFR. I asked for a special VFR approach and oxnard said 'cleared to land'. On the ground the airport police officer came to the plane and asked for my name, etc, which I gave him. I then went to the tower and discussed the whole sequence of events with the controllers. They agreed there was miscom between ntd, oxnard and myself and they said there would be nothing reported about this incident.

Narrative: AFTER LEAVING VNY ARPT FOR OXNARD ARPT IN VFR CONDITIONS, I CALLED NTD APCH (128.65) AND ASKED FOR FLT FOLLOWING. NTD SAID TO 'STANDBY'. I CALLED NTD LATER, ABOUT 16 MI E OF OXNARD AND THEY SAID TO CONTACT OXNARD ON 120.0. I CALLED OXNARD AND GAVE MY POS. THEY SAID THEY WERE IFR AND I SHOULD CONTACT NTD FOR A CLRNC. I CALLED NTD AND THEY SAID TO CALL OXNARD. I CALLED OXNARD AND GAVE MY POS, WHICH BY THIS TIME WAS ON THE ILS AT THE OM. OXNARD SAID THEY WERE IFR. I ASKED FOR A SPECIAL VFR APCH AND OXNARD SAID 'CLRED TO LAND'. ON THE GND THE ARPT POLICE OFFICER CAME TO THE PLANE AND ASKED FOR MY NAME, ETC, WHICH I GAVE HIM. I THEN WENT TO THE TWR AND DISCUSSED THE WHOLE SEQUENCE OF EVENTS WITH THE CTLRS. THEY AGREED THERE WAS MISCOM BTWN NTD, OXNARD AND MYSELF AND THEY SAID THERE WOULD BE NOTHING RPTED ABOUT THIS INCIDENT.
