Narrative:
Air carrier X had been cleared onto hold by tower. As we were holding tower instructed another aircraft to hold short of runway 17R. They then cleared us for takeoff. We commenced our takeoff roll. As we were accelerating I noticed aircraft Y taxiing very fast towards 17R, heading west at the far end of the runway. I glanced at the airspeed indicator and we were accelerating through 110 KIAS. The captain made a radio call to tower informing them of the runway incursion. As I rotated aircraft Y kept his speed up and cleared the runway. Takeoff was normal. Tower then informed us maintenance was in aircraft Y. We heard no communications to or from aircraft Y.
