Narrative:
On visual approach to den runway 26R we abruptly descended 300 ft to avoid an apparent WX balloon. The tension associated with this evasive action was exacerbated by the proximity of another aircraft on visual approach to den runway 26L, and a TCASII RA ('climb, climb'), which annunciated just prior to our evasive action. The RA was probably in response to an medium large transport conducting a simultaneous visual approach to the parallel runway. If normal operations (simultaneous visual approachs to parallel runways at denver) cause RA's, then normal operating procedures should be changed. Also, WX balloons should not be released to interfere with aircraft on approach to an airport.

Title: ACR ON VISUAL RECEIVES TCASII RA TO CLB. SAME TIME MUST TAKE EVASIVE ACTION DSND DUE TO WX BALLOON.
Narrative: ON VISUAL APCH TO DEN RWY 26R WE ABRUPTLY DSNDED 300 FT TO AVOID AN APPARENT WX BALLOON. THE TENSION ASSOCIATED WITH THIS EVASIVE ACTION WAS EXACERBATED BY THE PROX OF ANOTHER ACFT ON VISUAL APCH TO DEN RWY 26L, AND A TCASII RA ('CLB, CLB'), WHICH ANNUNCIATED JUST PRIOR TO OUR EVASIVE ACTION. THE RA WAS PROBABLY IN RESPONSE TO AN MLG CONDUCTING A SIMULTANEOUS VISUAL APCH TO THE PARALLEL RWY. IF NORMAL OPS (SIMULTANEOUS VISUAL APCHS TO PARALLEL RWYS AT DENVER) CAUSE RA'S, THEN NORMAL OPERATING PROCS SHOULD BE CHANGED. ALSO, WX BALLOONS SHOULD NOT BE RELEASED TO INTERFERE WITH ACFT ON APCH TO AN ARPT.
