Narrative:
Puw VOR/DME a approach became effective sept/91, (northwest vol 1 terminal procedures). No controllers were briefed that the new approach was in effect. It was brought to my attention by air carrier X who requested it. The air carrier pilot wanted to start the approach in VFR conditions prior to IFR WX of oct and nov. Subsequently further review showed changes in ILS missed approach at pasco, wa, and new ILS transition at pendleton, or. When a pilot knows of a new approach procedure prior to the controller who works the airport, then something is very wrong. The irony is that 'jetts', an intersection on the approach, was adapted and already in our computer database. It is not shown on our map for that sector.

Narrative: PUW VOR/DME A APCH BECAME EFFECTIVE SEPT/91, (NW VOL 1 TERMINAL PROCS). NO CTLRS WERE BRIEFED THAT THE NEW APCH WAS IN EFFECT. IT WAS BROUGHT TO MY ATTN BY ACR X WHO REQUESTED IT. THE ACR PLT WANTED TO START THE APCH IN VFR CONDITIONS PRIOR TO IFR WX OF OCT AND NOV. SUBSEQUENTLY FURTHER REVIEW SHOWED CHANGES IN ILS MISSED APCH AT PASCO, WA, AND NEW ILS TRANSITION AT PENDLETON, OR. WHEN A PLT KNOWS OF A NEW APCH PROC PRIOR TO THE CTLR WHO WORKS THE ARPT, THEN SOMETHING IS VERY WRONG.
